Bay Area Collaborations along the Belt and Road 粵港澳共同參與「一帶一路」 Hong Kong’s Full Participation in the Belt and Road Initiative 香港全面參與一帶一路 Contributed by FHKI Press Releases and HKMMA Bimonthly Bulletin 資料提供：《工總新聞稿》及《金屬會訊》 The Arrangement between the National Development and Reform Commission (NDRC) and the Government of the Hong Kong Special Administrative Region for Advancing Hong Kong’s Full Participation in and Contribution to the Belt and Road Initiative was signed on 14 December 2017. The Arrangement serves as a blueprint for Hong Kong’s further participation in the Belt and Road Initiative. The Arrangement will put forward specific measures focusing on six key areas, namely finance and investment; infrastructure andmaritime services; economic and trade facilitation; people-to-people bonds; taking forward the Guangdong-Hong Kong-Macao Bay Area Development; and enhancing collaboration in project interfacing and dispute resolution services. The relevant measures help reinforce and elevate Hong Kong’s position as international financial, transportation and trade centres, promote partnership between the Mainland and Hong Kong enterprises, spawn the demand for Hong Kong’s professional services, and present our talent with opportune prospects. 香港特區政府於 2017 年 12 月 14 日與國家發改委簽署《關於支持香港全面參與和助力一帶一路建設的安排》協議，為內地與香港 全面參與和推動「一帶一路」建設訂定合作方針。《安排》聚焦六個合作範疇，包括金融投資、基建航運、經貿文化合作、民 心相通、推動粵港澳大灣區建設、以及爭議解決服務。有關措施有助鞏固及提升香港作為國際金融、航運、貿易中心的地位， 推動中港企業建立合作夥伴關係，帶動對香港專業服務的需求，為本地人才提供機遇發揮所長。 The Arrangement further reinforces the role of Hong Kong as a “super-connector”. It covers a wide range of areas, which include: a. facilitating co-operation of all key stakeholders through the platform of Hong Kong to provide for the Belt and Road Initiative the funds required as well as a diversity of financing channels; b. fully leveraging Hong Kong’s status as the global offshore Renminbi business hub to facilitate cross-border investment; c. developing green finance; d. supporting Hong Kong in providing diversified professional services for Belt and Road infrastructure projects; e. supporting Hong Kong’s maritime development and providing international legal and dispute resolution services for the Belt and Road Initiative; f. encouraging enterprises in theMainland and in related countries and regions to establish their regional headquarters in Hong Kong; g. enhancing academic,cultural and arts exchanges between Hong Kong and related countries and regions; and h. encouraging Hong Kong to develop tourism products and stage conferences and exhibitions on the Belt and Road Initiative Centring from the mainland China, the Belt and Road extends to Central Asia and Europe, covering more than 60 per cent of the world population. The Belt and Road covers more than 60 countries in Asia, Europe and Africa, accounting for some 30 per cent of global gross domestic product (GDP) and some 35 per cent of the global trade. The Belt and Road Initiative can strengthen the regional interconnectivity, promoting trade and investment and stimulating the economic growth of the countries and regions alongside. It can also attract foreign direct investment and create job opportunities, thereby bringing prosperity for the participating countries. 《安排》進一步打造香港成沿線地區及中國內地之間的「超級 連絡人」。其所涵蓋的範圍廣闊，包括︰ 1. 促進各持份者通過香港平台共同合作，為「一帶一路」建設 提供所需資金和多元化的融資渠道； 2. 發揮香港作為全球離岸人民幣業務樞紐的地位，便利兩地的 跨境投資； 3. 發展綠色金融； 4. 支持香港為「一帶一路」基礎設施項目提供多元化專業服 務； 5. 支持香港的航運發展，以及支持香港為「一帶一路」建設提 供國際法律及爭議解決服務； 6. 鼓勵內地和相關國家和地區的企業在香港成立地區總部； 7. 增加相關國家和地區與香港在學術、文化及藝術等方面的交 流機會； 8. 鼓勵香港發展「一帶一路」旅遊和會展活動。 「一帶一路」由中國大陸伸延至中亞洲及歐洲，覆蓋六十多個 位於亞洲、歐洲以及非洲的國家，與及全球超過六成人口。這 些國家佔世界生產總值三成，等於全球貿易三成半。「一帶一 路」加強地區聯繫、促進貿易投資及帶動沿途地區的經濟增 長，並能吸引外滙投資及創造就業機會，令參與國家邁向繁 榮。 12 Industry News 行業資訊
