FHKI’s Work on Promoting the Belt and Road Initiative and Bay Area Development 工總推動「一帶一路」及「大灣區」發展的工作 The Central Government is actively promoting the Belt and Road Initiative and the Bay Area development strategy, which will present new opportunities for Hong Kong industries in expanding domestic sales andmarkets along the Belt and Road. Federationof HongKong Industries (“FHKI”) Chairman Jimmy Kwok pinpoints that the FHKI is determined to work with these national strategies to enhance communication between Hong Kong industries and the international community. Apart from organising relevant study missions and promotional events, the FHKI has established the International Affairs Committee in late 2016. It is tasked with exploring potential markets and investment destinations along the Belt and Road and submitting our suggestions to the Government. According to the Arrangement for Advancing Hong Kong’s Full Participation in and Contribution to the Belt and Road Initiative, the development of the Belt and Road and Guangdong-Hong Kong- Macao Greater Bay Area complement one another. Along with the forthcoming inauguration of the Hong Kong-Zhuhai-Macao Bridge and the Guangzhou-Shenzhen-Hong Kong Express Rail Link Hong Kong Section, Hong Kong can devote to the strategies roundly. All these policies and infrastructures will strengthen Hong Kong’s connection across regions, consequently a betterment for both traditional and new business communities. To facilitate the Bay Area development plan, the FHKI established the Guangdong-Hong Kong-Macao Greater Bay Area Development Committee in 2017. Riding on the services network of the PRD Council, the Committee is dedicated to keep member companies abreast with latest policies and developments concerning the Bay Area. Mr Kwok opined that Hong Kong companies should capitalise on the development opportunities arising from the Bay Area. “The Bay Area gives important insights to businesses, as its development together with the Belt and Road Initiative will bring them new opportunities.The FHKI will give it our full support and strengthen our rapport with cities in the Bay Area and other countries and regions along the Belt and Road, so as to facilitate local companies to explore more potential markets and new investment opportunities,” he noted. 國家致力推行「一帶一路」及「粵港澳大灣區」發展規劃,為 香港業界拓展內銷及「一帶一路」沿線市場帶來新機遇新動 力。香港工業總會主席郭振華表示工總全力配合國家的政策, 加強香港工業與國際社會的連繫和溝通。除了舉辦各類推廣及 考察活動,工總更於 2016 年年底成立了國際事務委員會,以便 業界探索「一帶一路」沿線國家潛在市場和投資目的地,並透 過我們向政府提出相關的政策建議。 依循《關於支持香港全面參與和助力一帶一路建設的安排》協 議,「一帶一路」建設和粵港澳大灣區建設是相輔相成的。隨 著港珠澳大橋及廣深港高鐵香港段等投入使用,香港將更加全 面、深入地參與其中。相關政策及基建加強香港對外聯系,鞏 固傳統產業及新興產業的發展。為配合粵港澳大灣區國家發展 規劃,工總於 2017 年成立『粵港澳大灣區發展委員會』,依託 珠三角工業協會的服務網絡,為會員企業提供大灣區的最新政 策和資訊。 郭振華認為港商必須充分把握大灣區的發展機遇。他指出:「 對工商界來說,大灣區規劃是個重要啟示。推進大灣區和『一 帶一路』發展的過程將為港商帶來新的機遇和商機。工總會全 力配合國家政策,加強香港工業與大灣區城市群和『一帶一 路』沿線地區的連繫,從而協助港商探索更多潛在市場和新投 資機遇。」 Opportunities and Threats 機遇與挑戰 Hong Kong has taken an important role in developing world- class manufacturing base in the Pearl River Delta. Hong Kong’s manufacturing industry achieved sustainable growth with established global buying and selling network and the renowned “Made in Hong Kong” brand image. In the future, the HKSAR Government should pledge its support in the areas of technology, funding and manpower for businesses moving forward internationally. “As for encouraging enterprises’ investment in R&D, in Policy Address 2017, the HKSAR Government proposes the first HK$2 過往,香港在珠三角建設世界級的工廠中擔當重要角色。全球 採購及銷售網絡,結合「香港製造」的優質品牌,令香港製造 業得以持續發展。未來,政府亦需在技術、資金和人才方面提 供全面支援,才能讓產業繼續面向國際。郭振華說:「為了推 動企業投資科研,香港特區政府在 2017 年施政報告中給予稅務 優惠,建議首 200 萬元的合資格研發開支可獲 300% 扣稅,餘額 亦獲 200% 扣稅。工總在過去 10 多年來一直爭取的舉措終得到回 應,實在感到欣慰。」 13 Industry News 行業資訊
