We are particularly upbeat as we have been advocating for such tax incentive for more than ten years.” In June 2017, the Investment Agreement and Ecotech Agreement were newly signed between the HKSAR Government and the Ministry of Commerce under the framework of the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA). The Ecotech Agreement consolidates and updates the economic and technical cooperation activities set out in CEPA. It incorporates a closer cooperation between the two places in Innovation and Technology, Electronic Commerce and Intellectual Property etc. Mr Kwok hopes Hong Kong enterprises can grasp these opportunities to expand markets. Most countries along the Belt and Road are developing countries with low labour cost. In recent years, a considerable number of listed companies in Shenzhen have actively participated in the initiative through merger and acquisition and set-up of a base abroad. Some Hong Kong manufacturers have also incorporated their prior experience of moving the base from Hong Kong to the mainland China into the countries along the routes. Nowadays, light industry for consumables has quite encouraging development in Central Asia and Africa. Mr Kwok believes, Hong Kong has competence to take part in the infrastructure projects along the routes with its international level of building infrastructure, engineering and legal services. In parallel, along the supply chain of local enterprises, Hong Kong enterprises can also provide solutions services on demand projection, production, warehouse, logistics and the mode of distribution. In those countries or regions where telecommunications are more advanced, Hong Kong enterprises can expands sales channel through e-commerce so to mitigate the investment risk. Mr Kwok remarks, the legal system in some countries has not yet in line with the international norm. The legal requirements for foreign investment are vague.Hong Kongmanufacturers should be cautious for investment. In addition to nurture and recruit a competent team, manufacturers should be proactive to connect the local government departments, investment partners and institutions specialising in international investment law. Nowadays, different countries vie for publicity on their investment environment, leading to the situation of “information explosion”. Hong Kong enterprises have no way to discern all those messages. Practitioners hope the Hong Kong government could set up a coordination unit and take the lead to identify several places that are suitable for Hong Kong enterprises to set up factories. The government may also filter and disseminate only the requisite information according to different industries.
